It elevates social assistance efforts in the City of San Fernando, efficiently managing the distribution of medical and financial aid to Fernandinos, prioritizing PWDs, senior citizens, solo parents, and dialysis & cancer patients.

The digital portal is accessible to the Community Affairs Division, City Social Welfare and Development Office, and City Health Office, allowing them to retrieve personal information, availed payouts from social services, acquired medicines from medical services, ID issuance history, and beneficiary categorization by scanning the QR code or entering the personal identification number (PIN) of the cardholder.

The portal also show the social assistances, medicines or medical services that the beneficiary will need – a step towards a faster and more efficient process, and more accurate data on Fernandinos who need social and medical services. The cards distributed are color coded: red for those below and within the poverty threshold or less fortunate who need prioritization on services and assistance; blue for average income earners; and white for above average income earners.

As of May 2024, more than 36,000 were already given cards and enrolled in the digital portal, saving the city millions by developing the system in-house. This initiative highlights San Fernando's commitment to effective, tech-driven public service.
